Predictable cadence beats heroic dumps. Four rules govern every version bump.

Major (1.x.0)

Breaking change to a profile, extension, or CodeSystem URL. Requires technical-steering vote and a 30-day notice in the changelog.

Minor (0.x.0)

Additive: new profile, new extension, expanded CodeSystem. No breaking change. ~2-month cadence.

Patch (0.x.y)

Bug fix, typo, slicing tightening that does not break existing valid resources.

Legal pin

Whenever a new TT/QĐ/NĐ/Luật impacts an existing profile, a release ships within one cycle to keep IG aligned.

v1.0.0 ⇢ Affiliate filing

v1.0.0 is the line at which Omi HealthTech files for HL7 Vietnam Affiliate status with HL7 International. By that point the IG must have ≥3 signed pilots, complete BHYT and EMR coverage, and a working group with five named roles.
