Recognition through work, not the other way around.

VN Core FHIR is not yet an HL7 Affiliate. We're building the substantive groundwork — credible IG, pilot sites, working group structure — before filing for Affiliate status with HL7 International. This is transparent by design.

Operating principles

Open by default

Every artifact, every decision, every review is published under CC-BY-4.0. Forks are welcomed, not prohibited.

Legal traceability

Every CodeSystem, extension, and constraint must point back to a Vietnamese regulation (TT/QĐ/NĐ/Luật) or an explicit clinical need.

Additive, not replacement

VN Core does not aim to replace existing local standards (XML 4210, ePrescription). It bridges them to FHIR R4 so systems can interoperate.

Fast on legal change

Vietnamese health regulations change quickly (NQ 202/2025, TT 13/2025, Luật 91/2025). The release cadence tracks legal changes within one release cycle.

How to contribute

    Read the IG

    Get familiar with VN Core profiles and CodeSystems at fhir.hl7.org.vn.

  2. 2

    Find a gap

    A missing extension, a stale legal reference, a missing example, a profile mismatch with hospital workflow.

  3. 3

    Open an issue or email

    GitHub repo opens publicly when governance stabilises. Until then, email the maintainer.

  4. 4

    Submit a PR

    Each PR must include the legal basis or clinical justification. CC-BY-4.0 contribution agreement is implicit.

Working group formalisation

Once 3+ pilot sites and a 5-role technical steering committee form, the project files for HL7 Vietnam Affiliate status with HL7 International.

HL7 Vietnam Affiliate

Affiliate status, recognised national chapter, formal Vietnamese governance under HL7 International.
